The Ohio Department of Rehabilitation and Correction licenses Harbor Light to supervise the effective transition of ex-offenders from penal institutions back into the community. Of approximately 20 clients on Electronic Monitoring, approximately 70% will successfully complete the program.

Currently 115 men are finishing out their criminal sentence at Harbor Light. Caseworkers assist the clients with securing such things as a GED, vocational training and gainful employment. More than 65% of the clients secure jobs and effectively complete the program.

Criminal behavior is often linked with alcohol and drug abuse. Men in this program receive the opportunity to address the multifaceted problems of addiction and recidivism through informational classes, AA attendance, cognitive behavior therapy sessions, discussion groups, life skills workshops and attention to spiritual development. Primarily for Lorain County clients, but includes men from the Cuyahoga County Jail Reduction Program. More than 80% of the clients successfully complete this program.
