Harbor Light Programs and Services

In existence for over 65 years, the Harbor Light Complex has been a beacon of hope and help, providing services to the most disenfranchised members of society including homeless men, women and children, the alcoholic, the drug addict, and the felon. Founded in 1949 as a 10-bed program for homeless, alcoholic men, Harbor Light had an annual budget of $11,000. In 1970, the facility moved from its original location on Eagle Avenue to the current site at 1710 Prospect Avenue. Today the operating budget for the Harbor Light Complex is in excess of $9 million.


Current Program Success Rates:

  • Alcohol Drug Addiction Services – Approximately 75% of clients move on to the next level of care. The national average is 50%.
  • P.A.S.S. Program – More than 73% of men obtain permanent housing, about 50% secure jobs. Housing and Urban Development (HUD) expectations for transitional housing is 71%.
  • Community Corrections Program – 70% of the clients secure employment, 79% successfully complete the program. The average for successful completions in the State of Ohio is 69%.
  • Electronic Monitoring – 70% of clients complete the program. The entire State of Ohio averages 58%.
  • Zelma George Family Emergency Shelter – 72% of families achieve residential stability. Housing and Urban Development (HUD) expectations for transitional housing is 61%.
  • Community Corrections Program – About 88% of the clients successfully complete the program.

ALCOHOL DRUG ADDICTION SERVICES

Harbor Light’s detoxification and intensive outpatient program offer exceptional clinical care at a fraction of the cost of hospital or clinic treatment. Both programs are certified by the Ohio Department of Mental Health and Addiction Services. Over 1,500 individuals are assisted each year. Upon receiving medically supervised detoxification services, approximately 75% of the clients move on to the next level of care.

Salvation Army officers provide spiritual guidance and support that reinforces the recovery and rehabilitation process. Traditional Sunday worship services, a Gospel Meeting on Thursday evening, and weekly Bible discussion groups compliment Harbor Light’s therapeutic environment.

COMMUNITY CORRECTIONS PROGRAM FOR MEN

The Ohio Department of Rehabilitation and Correction licenses Harbor Light to supervise the effective transition of ex-offenders from penal institutions back into the community. Of approximately 50 clients on Electronic Monitoring, approximately 75% will successfully complete the program.

Roughly 115 men are finishing out their criminal sentence at Harbor Light. Caseworkers assist the clients with securing such things as a GED, vocational training and gainful employment. More than 69% of the clients secure jobs and effectively complete the program.

Criminal behavior is often linked with alcohol and drug abuse. Men in this specific corrections program receive the opportunity to address the multifaceted problems of addiction and recidivism through informational classes, AA attendance, cognitive behavior therapy sessions, discussion groups, music therapy sessions, life skills workshops and attention to spiritual development. While most men are primarily from Lorain County, the program also includes men from the Cuyahoga County Jail Reduction Program. More than 80% of the clients successfully complete this program.

This program follows the same guidelines as the men’s corrections program. Caseworkers are now assisting 20 women with securing a successful reintegration into society.

Kitchen staff prepares and serves over 980 nutritious meals a day. Special diets are accommodated and bag lunches provided to the residents as needed.

P.A.S.S. PROGRAM (Homeless Men)

P.A.S.S. PROGRAM (Homeless Men)

The Pick Up, Assessment, Shelter & Services (P.A.S.S.) program is accessible to homeless men who are interested in establishing income, participating in an alcohol and drug-free environment, developing personal goals, independent living skills, and establishing permanent housing. Case Managers work with the men on an individualized housing first case management plan. This plan is focused on accomplishing the items necessary to achieve and maintain a permanent housing placement. There are 75 men in the PASS Program and through the utilization of a rapid rehousing approach more than 80% successfully transitioned to a permanent housing placement and about 50% secured employment.

The program promotes equality among all individuals. No person shall be discriminated against on the basis of race, religion, or national origin. The length of stay varies according to the personal goals of the individual.

Project Share (Transitional Housing for Men)

Project Share (Transitional Housing for Men)

Project Share, a men's sober transitional housing program, is operated by The Salvation Army through the Harbor Light Complex in Cleveland, Ohio. It is an innovative, semi-independent, sober housing project for men working toward permanent housing. Supportive services are provided by P.A.S.S. Program staff.

Residents pay a monthly fee based on their financial resources. Group and individual meetings foster self-sufficiency. Of approximately 18 residents, 70% move into permanent housing within 3 to 9 months.
  • Program clients can expect to:
  • Pay a monthly program fee (plus key deposit).
  • Establish a savings plan.
  • Attend in-house weekly AA meetings.
  • Participate in 12 step/spiritual meetings.
  • Provide proof of a verifiable monthly income.
  • Perform household chores.

Zelma George Family Emergency Shelter

Zelma George Family Emergency Shelter

One of a few intact family housing programs in Cleveland, thirty-five families are accommodated in the Zelma George Shelter. Licensed social workers, case managers and a housing specialist provide a wide range of supportive services to the clients. About 72% of the shelter’s families achieve residential stability.
